For that, I have to say 21 is my favorite. IMO, 21 is a bit more user friendly with some of the features it has. They both grant pretty similar experiences, though they each do certain things a little different.
I'm hesitant to say one is definitively better than the other. Disclaimer: My experience only extends to 18 and 21, so I can't speak for the other entries.
